NSW:Govt delays over chemical leak: opposition
SYDNEY, Aug 12 AAP - The NSW opposition has slammed state Environment Minister Robyn
Parker for failing to alert residents about a dangerous chemical leak in Newcastle.
Plumes of hexavalent chromium - the chemical that came to public awareness through
public campaigning in the US by Erin Brockovich - wafted past 70 homes for half an hour
on Monday night from about 6.15pm (AEST).
But residents in the nearby beachside suburb of Stockton were immediately not told
about their exposure to emissions from the Orica ammonium nitrate production facility
at Kooragang Island.
"The O'Farrell government has serious questions to answer," Shadow Minister for the
Environment Luke Foley said in a release on Friday.
"Why weren't local residents informed about the release of a highly dangerous airborne
chemical when the government first knew on Tuesday morning?"
The Office of Environment and Heritage says it was not notified until 10.30am on Tuesday,
even though there was an emergency shutdown at the plant the night before.
Orica did not tell NSW Health until 11.30am on Wednesday.
By law, companies have to notify the government within 24 hours of an incident.

MELBOURNE, April 15 AAP - A police officer who was accused of having sex with a 17-year-old
girl in his care has quit his job after the charges against him were dropped.
Senior Constable Luke Alexander Donoghue, 34, was suspended from Victoria Police without
pay after being charged with procuring a child under supervision or care for sexual penetration
and an indecent act, misconduct in public office and supplying alcohol to a minor.
The offences were alleged to have occurred between September 30 and October 24 last year.
Last month, the Victorian Police Association decided to fund his legal defence.
But in the Melbourne Magistrates Court on Friday, Magistrate Peter Reardon struck out
the charges against Mr Donoghue and the prosecution was ordered to pay his costs.
Mr Donoghue smiled as he left the court room.
A spokeswoman for Victoria Police said Mr Donoghue resigned from his job on Friday.
"Victoria Police can confirm that we have received and accepted Mr Donoghue's resignation

NSW: Large retailers face fines if open on Anzac morning
SYDNEY, April 19 AAP - Retailers who open on Anzac Day morning could face fines of
up to $11,000, the NSW government says.
Industrial Relations Minister John Hatzistergos is reminding retailers like department
stores, supermarkets and clothing stores that they are not allowed to open until 1pm (AEST)

Any such retailer found in breach of the restrictions will be subject to fines, which
have been in place since the mid 1990s.
"These restricted trading hours allow citizens to participate in the many important
remembrance ceremonies held, usually in the morning, around the state," Mr Hatzistergos
said in a statement.
The restrictions do not affect small stores like chemists, newsagencies and take-away
shops, which can trade normally.

NSW: Anti-intervention protesters march through Redfern
SYDNEY, Dec 13 AAP - Protesters in Sydney have called for a halt to the federal government's
intervention program in Northern Territory Aboriginal communities.
Organisers said about 150 people - Aboriginal and non-indigenous - walked from Redfern
to Broadway in inner Sydney before assembling in Victoria Park at midday in a rally calling
for the scheme to end.
Speakers included Roy Kennedy, chairman of the Illawarra Aboriginal Land Council and
Malcolm Tulloch from the NSW branch of the Construction Forestry Mining and Energy Union.
Activist Monique Wiseman from the Stop the Invervention Collective Sydney said government
policies in the Northern Territory were racist.
"The intervention is another way of oppressing Aboriginal people by driving them off
their land into main stream society," she said.
"They have been managing their communities and protecting their traditional ways and
culture for thousands of years, and are now being forced off those communities through
racist government policies."
Mr Kennedy is head of a campaign opposing the government's abolishment of Community
Development Employment Programs across the country.
In the Illawarra, he said, the program had been established for 21 years and employed
indigenous and non-indigenous people.
"We have contracts with the Department of Housing in maintaining their lawns and gardens,"
he said.
"We have a catering service. We also run two recycling centres."
Mr Kennedy said the program would end by next June.
"The federal government said it is not viable," he said.
"We have a workforce of 120.
"You take away 120 positions, who is going to employ our people?
"In the Illawarra we have the highest unemployment rate in the country.
"I don't see black people employed in Coles or Woolworths or Target or David Jones,
Myers, Rebel Sport."
An organiser of Saturday's rally said of the 150 estimated crowd who attended, about
10 percent were indigenous.

Fed: Trans-Pacific price war set to erupt
By Peter Veness and Kaaren Morrissey
CANBERRA, Feb 15 AAP - Travellers will be the winners from an aviation price war that
is almost certain to erupt on the lucrative route between Australia and the United States.
The federal government today signed a historic deal with the US that will "open" the
skies between the two nations - allowing airlines from both countries to fly across the
Pacific as often as they want.
New US and Australian airlines will also be allowed to enter the route which has been
dominated for decades by Qantas and United Airlines.
But the route is still closed to airlines from other nations.
Transport Minister Anthony Albanese tantalised tourists and business with the prospect
of cheaper fares.
"This agreement will be good for competition and could lead to lower airfares," Mr
Albanese told reporters in Sydney.
Flight Centre managing director Graham Turner said travellers would be the main beneficiaries.
"History has shown that competition in the aviation sector delivers real benefits to
travellers and the tourism industry in general," Mr Turner said.
"This has been clearly illustrated in the Australian domestic market, with travellers
enjoying an unprecedented wave of discounting following the arrival of Virgin Blue, Jetstar
and Tiger.
Qantas chief Geoff Dixon welcomed the deal, saying it offered new opportunities for
the national carrier. The market was less enthusiastic with Qantas shares falling more
than two per cent, closing at $4.63, down 12 cents.
In contrast Virgin Blue shares gained four cents, finishing at $1.49.
"It brings new opportunities for growth and competition," Mr Dixon said.
"Importantly, it will assist the further development of Australia's aviation industry,
as well as help increase trade and tourism with a major economic partner," Mr Dixon said.
Mr Dixon announced Qantas would increase flights between the US and Australia from
48 to 51 per week as of next month.
Virgin Blue chief executive Brett Godfrey says the agreement will bring in much needed
competition between airlines.
"It will be a huge win, not just for Virgin Blue, but for Australian jobs, it will
be huge win for the Australian travelling public and it will be a huge win for tourism,
particularly those parts that have been hard hit in the last few months in Australia,"
he said.
Virgin Blue had been asking for 10 services a week to the United States to make the
route viable, he said.
While competition will increase, the deal does nothing to appease the complaints of
giant Asian carrier Singapore Airlines.
Mr Albanese said the government did not plan to grant Singapore's long-held wish to
enter the lucrative Australia-US route.
"We make no apologies for Australian interests being put first in this agreement,"
Mr Albanese said.
"We want to make sure it's Australian carriers."
Singapore spokesman Stephen Forshaw described today's agreement as "half a step" in
the right direction.
"The agreement to liberalise for Australian and American carriers on the US route is
long overdue," he told AAP in a statement.
"But it is only half a step.
"We remain committed to pushing for further liberalisation, but understand this is
more likely at a measured pace. We are patient.
"All over the world, these changes are occurring and consumers are benefiting.
"Australia should be no different."
Mr Albanese said he had met with Mr Dixon and Virgin Blue chief executive Brett Godfrey,
as well as the US ambassador Robert McCallum, to discuss the deal.
The minister admitted Sydney Airport, close to his electorate, would cop most of the new flights.
"There are ongoing discussions with Sydney Airport and today for the first time (it)
indicated that it will place a major development plan for the runway extension safety
areas work, with the federal government," Mr Albanese said.

Qld: Political correctness stops best treatment: dad of the year
By Gabrielle Dunlevy
BRISBANE, Aug 28 AAP - Queensland's father of the year fears political correctness
is stopping some deaf children from getting the best treatment.
Dr John Quayle, chairman of the Queensland cochlear implant program since its inception
in 1982, said today advice to parents about profound hearing loss is often conflicting
and confused.
Attempts at political correctness, by exploring a variety of options, "really often
fritters away the critical period" for finding solutions after diagnosis of a child's
profound hearing loss, he said.
Dr Quayle, a 70-year-old father of four and grandfather of 10, said as he accepted
his award in Brisbane today that his aim was to help profoundly deaf children.
"I would like to be a much better father to our severely deaf children," he said.
"We can make the majority of deaf children hear and talk and learn, and for various
reasons, we're not doing it."
Dr Quayle said deaf children achieved the best outcomes when intervention, such as
an implant, was made in the first six months, when auditory skills were still developing.
He said diagnosis and treatment of deafness had advanced significantly since he became
an ear, nose and throat surgeon in 1970, but wasn't being exploited.
"Of all the exciting advances in medicine over the past 40 years, in my view, none
surpasses our ability to diagnose a deaf child in the first weeks of life," Dr Quayle
said.
"Aiding or perhaps a cochlear implant and appropriate auditory-verbal therapy, and
much hard work, give that child an opportunity of competing with his fellows in a normal
school environment with age-appropriate development.
"Sadly, at a time when families are devastated with the diagnosis of a profound hearing
loss in their child, advice is often conflicting and confused.
"Believe it or not there remain entrenched positions and vested interests.
"Attempts at political correctness, by exploring a variety of options, really often
fritters away the critical period."
Queensland Father's Day Council chairman, the Reverend Allen Male, said Dr Quayle was
a "sterling role model".

Fed: Beazley a true patriot: Blair
CANBERRA, Dec 13 AAP - British Prime Minister Tony Blair has paid tribute to his long-time
friend and ousted Labor leader Kim Beazley.
Mr Beazley was dumped last week by the party he had served since 1980, replaced by
former Opposition foreign affairs spokesman Kevin Rudd.
Just moments after Mr Beazley was removed by his 87 party colleagues he was told his
brother David had died after suffering a heart attack.
While studying at Oxford, Mr Beazley struck up a close friendship with Mr Blair and
the pair have stayed in contact ever since.
However, their friendship and political alliance has not always delivered shared policies.
Mr Blair is one of the strongest supporters of the war in Iraq while Mr Beazley had
promised an Australian Labor government would remove troops from the war-torn nation.
Today, Mr Blair described Mr Beazley as a true patriot who had served his country admirably.
But he refused to comment on the recent leadership battle.
"I feel very sorry for Kim at this time, particularly after the very sad death of his
brother," Mr Blair told ABC Radio.
"He is, I know, a real Australian patriot and someone who has given immense service
to Australia."

Fed: Indon group has little ability to carry out attacks
By Max Blenkin
CANBERRA, Aug 8 AAP - An Indonesian militant leader who claimed to have sent suicide
bombers to attack Jewish targets, possibly including some in Australia, does not appear
to have the means to carry out his threats, a US think-tank says.
Private sector intelligence group Stratfor said Suaib Didu, self-styled leader of the
so-called ASEAN Muslim Youth Movement (AMYM), claimed to have sent 217 suicide bombers
to the Middle East to avenge Israeli attacks against the Palestinian territories and Lebanon.
Australian newspaper reports said Didu's bombers included 72 Indonesians plus citizens
of six other southeast Asian nations who would attack Jewish targets in countries such
as Britain, the US and possibly Australia.
Stratfor said Didu had made such threats before but he had yet to stage any attack
against any western institutions in Indonesia.
"If Didu-led groups are incapable of smashing up a McDonald's in Jakarta, they probably
cannot carry out suicide bombings against Israeli forces in Lebanon or the Palestinian
territories," Stratfor said in recent analysis.
It said his group had no link with the Association of South-East Asian Nations (ASEAN)
and it appeared he had just co-opted the name to make it appear bigger than it was.
In 2003, Didu, who was then associated with the Indonesian Islamic Youth Movement (GPI),
threatened to attack Western interests in Indonesia, including the US embassy and fast
food outlets, in response to the US invasion of Iraq. No attacks materialised.
Following the invasion of Afghanistan in 2001, he claimed to have dispatched more than
3,100 volunteers to fight with the Taliban.
Stratfor said US troops in Afghanistan have encountered foreign fighters from southeast
Asia but none appeared to have been Didu's volunteers.
Didu did appear to have had some impact closer to home with Indonesia's largest book
outlet pulling some titles associated with communism following a GPI book burning in May
2001.
Stratfor said Indonesia, with its huge muslim population, had never been overtly radical
with support for militant causes usually surging when a muslim country entered a conflict
with the west.
"If Didu had any chance of amassing any kind of support, now would be his best opportunity,"
it said.
However, just 200 masked men attended his weekend rally on Borneo after he claimed
there would be 3,000.
"Although Didu's claims should not be ignored, they do not appear to represent a serious
threat. If he is gaining power, which appears unlikely, he probably will first try to
stage violent demonstrations in Indonesia," Stratfor said.

Fed: Oil prices should be allowed to rise
Eds: Embargoed until 0001 AEDT Thursday, Feb 16
By Shane Wright, Economics Correspondent
CANBERRA, Feb 16 AAP - The nation's top economic body is calling on state governments
to impose congestion taxes on motorists to alleviate city gridlock and encourage public
transport use.
In a paper for the Committee for Economic Development of Australia (CEDA), consultants
Nicholas Gruen and Kenny Lin say the changes are part a package of reforms required to
adopt the economy to a future dominated by high oil prices.
Apart from boosting business research and development tax concessions to encourage
new energy sources, Dr Gruen and Mr Lin said state government's needed to adopt congestion
taxes.
These are taxes slapped on vehicles in inner city areas, aimed at encouraging greater
use of public transport.
The pair warn that the nation's motor vehicle manufacturers could go out of business
unless they switched production away from large, family vehicles.
"Demand for such large vehicles has fallen around the world in response to the new
oil shock, and this will make life difficult - perhaps very difficult - for our large
vehicle manufacturers as overcapacity develops in this sector," they said.
Dr Gruen, who previously worked with the Productivity Commission, and Mr Lin, a consultant
in energy economics, said there had to be major policy changes now so that Australia could
adapt to a future of high oil prices.
They say the federal government has to consider better incentives for companies to
find and develop new sources of energy, but the government should resist political pressure
to cut fuel excises.
"Allowing oil prices to rise, and better pricing of other resources that are not well-priced
at present (like road use and congestion) will economise on our use of oil, facilitate
greater investment in oil exploration and production, and the development of alternative
sources of energy," the two say in the paper.
"All these things will allow Australia to take advantage of the undoubted opportunities
that high oil prices have for our economy."
In their paper, the two say previous forecasts on oil production and prices have proven
to be wildly inaccurate buy they believe high oil prices are here to stay.
Oil prices have hovered around $US60 a barrel for almost six months, pushing prices
at the bowser to about $1.20 a litre.
However, high petrol prices has so far failed to dampen the economy or accelerate inflation,
suggesting that petrol prices could continue to grow without substantially hurting the
economy.

Pediatrix Reports Record Quarterly Revenue, Net Income; Same Unit Revenue Growth Exceeds 14 Percent.
Business Editors/Health & Medical Writers
FORT LAUDERDALE, Fla.--(BUSINESS WIRE)--April 30, 2002
Pediatrix Medical Group, Inc. (NYSE:PDX) today reported strong financial results for the three months ended March 31, 2002, including record same-unit revenue growth of 14.3 percent.
For the three months ended March 31, 2002, Pediatrix had net patient service revenue of $107.3 million, which included the contribution of a significant merger transaction completed last May, additional practice acquisitions, and strong same-unit revenue growth. First quarter 2002 revenue increased by 68 percent from $63.9 million for the three months ended March 31, 2001.
Net income for the 2002 first quarter was $13.5 million and included the impact of a $1.3 million pre-tax expense to settle a three-year-old investigation by the State of Colorado's Medicaid program. For the three months ended March 31, 2002, Pediatrix earned 51 cents per share, based on 26.6 million weighted average shares outstanding. Excluding the settlement expenses, Pediatrix would have earned 54 cents per share.
For the comparable three-month period, Pediatrix earned $3.6 million, or 22 cents per share based on 16.7 million weighted average shares outstanding. Pediatrix's results for the 2002 first quarter include a positive impact from the change in accounting for goodwill amortization. Had the new accounting treatment been in effect during the three months ended March 31, 2001, Pediatrix's earnings would have been approximately 34 cents per share for that period.
Same unit revenue growth for the 2002 first quarter of 14.3 percent was the result of a combination of increased patient volume as well as improved pricing that includes better collections' experience and improved reimbursement, principally from private third-party payors.
Profit margin after practice expenses increased 290 basis points, to 38.5 percent of net patient service revenue for the three months ended March 31, 2002, from 35.6 percent for the comparable period. EBITDA margins - earnings before interest, taxes, depreciation and amortization - increased to 22.1 percent during the 2002 first quarter, from 16.6 percent for the 2001 first quarter.
Days sales outstanding at March 31, 2002 remained virtually unchanged, and at record low levels when compared with the fourth quarter of 2001.
"These numbers reflect the operational improvements made over the past several years," said Roger J. Medel, M.D., Chairman and Chief Executive Officer of Pediatrix. "As important, with the favorable conclusion of the Colorado Medicaid billing investigation we have removed considerable investor uncertainty. In addition, recent business development activities provide us with further confidence in our ability to achieve our growth targets."
During 2002, Pediatrix has acquired four neonatal physician group practices and added a neonatal intensive care unit (NICU) contract through internal growth. The practices acquired are located in Memphis, TN, Columbia, SC, Charlotte, NC, and Lexington, KY. Pediatrix was awarded a contract to manage an NICU in San Angelo, TX, that will be integrated into its San Antonio practice.

Innovative Solution Designed to Mimic Natural Function of Cervical Discs

(PHOTO: http://www.newscom.com/cgi-bin/prnh/20000224/MDTLOGO )
The Bryan Cervical Disc System is designed to replace the need for intervertebral fusion procedures, which are currently the most common form of surgery for treating painful degenerative disc disease of the cervical, or neck, region of the spine. In such procedures, the damaged disc is removed and the vertebrae are fused together. The Bryan prosthesis duplicates the anatomic function of the natural disc, thus allowing preservation of normal motion. The prosthesis, which was granted the CE Mark in September 2000 and has been in clinical use in Europe for more than a year, is the first device of its type to reach commercialization.
Medtronic will make a minority equity investment in Spinal Dynamics. Further financial details were not disclosed.
Spinal Dynamics, a private venture-backed company, develops innovative surgical procedures and reconstructive implants to improve the treatment of spinal disease.

BOOKING NOW.(Features)
BOOKING NOW Ace Frehley @ Coal Exchange, Cardiff (December 1) * WE were pretty shocked to see the ex-KISS guitarist having scheduled a show in Cardiff come Christmas, not least because we though he'd died in 2007. In fairness, so did a lot of people as it goes - the details of Frehley's untimely demise having been the subject of a malicious internet hoax. Good to know he's still knocking about though as, while we can't really vouch for the quality of his more recent solo output, the thought of the world being without the man who played the humungous riffage on KISS tracks like Detroit Rock City, Deuce and I Stole Your Love is a very depressing one indeed. * Call: 029 2049 4917
Research Reports on Health Communication from D. Levine and Colleagues Provide New Insights.
"The Internet, particularly online social networks, can be an effective and culturally relevant communications channel to engage hard-to-reach populations with HIV prevention interventions. This article describes the process of conducting formative research on a popular social networking site, MySpace, in an effort to involve youth of color in design of programmatic content and formats for an Internet intervention," scientists in Oakland, United States report (see also Health Communication).
"We discovered that asynchronous focus groups worked well to engage hard-to-reach populations. The synchronous groups allowed maximum participation and easy transcription for analysis. The authors found that using a social networking site to conduct formative research was useful to guide the development of a social networking intervention for youth of color," wrote D. Levine and colleagues.
The researchers concluded: "Researchers need to be flexible in adapting their research methods and interventions to the context of online social networking sites to most effectively engage hard-to-reach populations."
Levine and colleagues published their study in the Journal of Health Communication (Formative Research on MySpace: Online Methods to Engage Hard-to-Reach Populations. Journal of Health Communication, 2011;16(4):448-454).

Edmonton... As part of its emergency mail plan, the Government of Alberta will use provincial offices to ensure critical mail continues to flow between Albertans and the provincial government in the event of a prolonged service disruption.
"Albertans can rest assured that important mail from the provincial government, such as benefit cheques, will continue to be available," said Heather Klimchuk, Minister of Service Alberta.
Provincial offices across the province will be used as mail collection and drop-off points during the postal strike.
Albertans who need to send mail to a provincial government department can deliver it to the nearest provincial office. No stamps will be required, and to avoid delivery delays envelopes should contain full addresses of both the sender and recipient.
Albertans who receive mail from the provincial government will be notified of the time and location their mail will be available for pick-up, unless departments have made alternate arrangements. Generally, Albertans will be directed to the nearest provincial office or government courier location in their community to pick up their mail.
Some departments will be participating in a Canada Post program to deliver provincial government socio-economic cheques one day per month during the strike. Albertans who receive these cheques are reminded that many departments offer direct deposit services. For more information, or to sign up for direct deposit, contact the government department that issues the payment.
To find out when the emergency mail plan has been activated, Albertans can visit www.servicealberta.ca or call 310-0000 toll free.

In response to the activities at the Federal Communications Commission's (FCC) Open Meeting, CTIA-The Wireless Association's President and CEO Steve Largent issued the following statement:
"CTIA applauds the FCC for their decision to move forward with a pilot program to permit E-Rate funding to be used to support mobile wireless broadband for educational purposes, either in or outside of the classroom. They clearly recognize the rapidly-growing importance of mobile broadband services in education. By having access to a wide variety of applications and the ability to use the mobile Internet anytime and anywhere, a student's learning potential and educational performance can be substantially improved. Wireless products and services offer a flexible and personalized educational experience to maximize a student's ability to learn and help an educator teach from any location. We look forward to working with the FCC to ensure that this program is a success for students, educators, the Commission and the wireless industry.
"We also appreciate the FCC's efforts to address E-911. Since consumers are increasingly using their mobile phones to make emergency calls, wireless carriers take the need to provide our nation's 911 centers and Public Safety first responders with accurate caller location information very seriously. Today's Further Notice of Proposed Rulemaking and Notice of Inquiry properly recognize that there is much work to be done. CTIA remains committed to working with the industry, Public Safety and the FCC to advance wireless E 911 issues."

RDATE:04052006
Pompano Bch, FL. -- StockMarketNewsAlert.com issues trade alert for Nannaco, Inc. ("Nannaco") (Pink Sheets:NANN). According to M. D'Alonzo at First Equity Group Inc., recent news flow from the company has been very positive "The company announced that CPRS, its merger candidate and a leading provider of internet based treatment plans and medical physics consulting services for cancer centers, is in talks to provide its services to Copley Technology Group, a Healthcare Global Company located in India.
Healthcare Global (HCG) is the largest private cancer treatment center with state-of-the-art treatment facilities in India. HCG currently owns and operates five cancer treatment facilities, a Command Physics Laboratory, and a Medical BPO Center in South India. The expansion plan includes a Cyclotron project to produce radioisotopes for the Indian market, 15 more cancer treatment centers throughout India and a contract research laboratory for oncology drug discovery.
Healthcare Global is a brainchild of Dr. Ajai Kumar, a Board Certified Radiation Oncologist from M.D. Anderson, who returned to India after 20 years of distinguished service in the U.S.A. with a vision to create a world-class cancer center in India. Dr. Kumar is an activist and was honored by the President of India for his contribution to the Indian Healthcare Industry..

CPRS addresses these needs by providing a full range of patient specific radiation treatment plans over a sophisticated web based internet system. This allows CPRS to support the use of new technologies by making available the most advanced treatment methodology to smaller radiation centers without substantial investment for equipment and staff. The Company, therefore, offers the possibility to enable radiation centers to improve patient outcomes, increase revenues and profits while lowering expenses. CPRS operates its remote treatment planning services out of a facility located on the east coast. Medical Physics services and specialty consulting are also provided at client sites.
